As I understand it you need to have a Citibank account (anywhere) to use them without being charged a transaction fee. I have not tried them with a 3rd party ATM Card!

Update on Citibank ATMs:

I tried a withdrawal of 10,000 bt with my UK Visa card (I do not have a Citibank account), and I can confirm that there was no extra charge applied by Citibank. The amount billed to my local bank was exactly 10,000 bt.

I took out money from the Aeon ATM at Terminal 21 and got a rate of 31 baht per dollar with no fee. There is also an Aeon ATM at MBK on the 2nd floor at the opposite end from the BTS entry/exit.

Did you by any chance compare the exchange rates at Aeon with the other banks? The rate was 31.41 yesterday at Kasikorn bank. If Aeon only gave you 31 then that is how they are making up for the bt150 all other banks charge for the foreign ATM fees. If you withdrew the max your bank allows (usually $500 a day) then they made extra money off you compared to the other banks.

dude your foreign atm card exchange rate is determined by the country rate of your issuer - NOT the visiting bank of the ATM in a foreign country (LOS) !
e.g. with a visa debite/credit card the $/thb transaction rate is determined by VISA eventually loaded by a surcharge (%) by card issuer.

Just withdrew some cash from Bangkok Bank's ATM, and I didn't see any 150 B transaction fee. I did notice at HK$20 transaction fee, which could be levied by Hong Kong bank.

Thanks for the info on the Aeon ATM at Terminal 21! I did a comparison test: About seven minutes apart I withdrew 5K Baht from a Siam Commercial Bank ATM (featuring the 150 Baht fee) and the Aeon one. About ten US dollars difference! The 150 Baht is only half of that. Of course, maybe SCB is a rip-off place - I don't know. I'll try Bangkok Bank for the next comparison.

I have been getting a 50 B transaction fee on my HSBC transactions at the Bangkok Bank ATM. Not sure if it has anything to do with the fact that it's using the Union Pay system vs PLUS/Cirrus.

It's probably an out of network charge. I get a bt50 charge from my bank if I'm outside of their local coverage area, and not all of Bangkok is in their local area.

Something I've also noticed, and another reason to search for Aeon ATMs that do not charge a fee, the bt150 fee for using foreign ATM cards has went up to bt180 in some places now. That's US$6 a transaction to get money here. It still costs under US$2 to cash a $500 travelers check.

My account is not based in Thailand... so, yes, it's out of the network.
