I have never tried a call-out massage service so I cannot help you there .
However I can confirm to you that Balls massage is available from some of the girls at some Thai Traditional Massage Places. The ones I know of are SUBWAY , NATAREE , VIP , RATCHADA .
You can approach the Papasan or Mamasan and tell them that you would like to have "Thappasey" - I am very bad at Thai but I think that is the pronunciation .

Almost directly across from the Federal Hotel, on Soi 11 (100M N. of the GP), is a little massage joint that does ball massage. They sell Viagra there, too, but I wouldn't bet on the quality. I think Viagra is on the menu to infer that there is more than massage available.

If you are lucky enough to have it done right this is an amazing experience. It is rare to find a massage girl who can do it right but I have had it done to me at the end of massages in the provinces - without asking. Always it was an older girl who knew how to do it. Maybe there is something more to this gonad-massage than my limited experience would indicate.
I do know one thing, though: Your testicles have NOTHING to do with the volume/quantity of ejaculation. They make SPERMATOZOOA, which account for less than 1% of semen. The rest is mostly prostatic fluid, very rich in citric acid, and other nutrients for the little guys to swim around in.
Note that citric acid has NOTHING to do with Vitamin C, and that the amount of protein from the sperm is insignificant, which puts the lie to commonly held ideas about the nutritional value of semen.
