IMHO, if you spend the time with the right person, a lot of places can be romantic. Otherwise, even walking on a secluded beach during a beatiful sunset makes no difference.
If you do have the right person,
(1) Balcony in any guest room of Thavorn Palm Beach Resort, Karon beach, Phuket during sunset
(2) ChiangMai during Loy Krathong
(3) Lot 24 Thai Restaurant in SOi 24 BKK for dinner. Make sure you get a table near the front window.

Spent 5 nights on Koh Chang in May with my TG. She still talks about it and can't wait to go back again. Good food at Cookie Bungalows on White Sand (they'll bring it over to the little balcony you sit on). Bungalows with a/c right on the beach, clean, efficient, comfy bed and cable TV for your TG all for 1000 baht a day. Others are cheaper, others are more expensive but my TG was very happy at Cokkie's and so she made me happy.
