Try Ban Chang. The Street of Dreams has a number of farang owned bars with lots of girls.
If you are coming from Sattahip, turn left at the first stop light and it will be less than one click up on the left.
Try Beaver Bar for some good American food. He also has some rather shiny girls you might find of interest.

Plenty of P4P in Rayong City, but it's either not available to you cause it's for Thai men, or it's over-priced & aimed at Japanese men.
