The Ubon Hotel and the Sri Issan are more your typical 300 baht hotels, as I remember I ripped the sink off the wall at the Ubon, and I wan't even trying.
The two hotels that you mention are both much more central than say the Nevada, but they are not right downtown. The Lai Trong is a bit to the east of downtown while the other is a bit to the west, both look a bit more than a km from the center. There are tuk tuks around so getting to the city center is very easy. Being downtown is nice, but at the same time theres not much there so not missing anything if you're not there.
I don't have any personal experience about the guest frindliness of the hotels, but after being up there a couple times I can imagine any hotel would give you a problem.
Also if you are flying there get a window seat on the right side of the aircraft as the view is great coming into town. Also, if you want to visit other places around there do stop at the tourist office, its right downtown, and they can give you good info on the whole area as well, and they are very happy to see tourists interested in their provence.

The Tohsang Ubon is over 1000 baht a night, so I would have been expecting something a little better than a detachable sink  Only a few nights anyway so no big drama I guess.
I can imagine any hotel would give you a problem.
Just to clarify - Did you mean would or wouldn't? I wouldn't have thought they be too much of a problem.

Try the Ratchathani Hotel kind of next to Ubon Hotel. Quite ok air con room for 500. Its across from the museum. I had no problem taking girl there. Also a cheaper option is Nevada Inn next to Nevada Grand. I think I paid 650 for a quite ok room. The Nevada Hotel disco has some freelancers and lots of amatures that may go for date with you afterwards if you try hard. In general girls are friendly in Ubon.

If you walk down the street from the Nevada Grand in the opposite direction from the Lotus go down to the corner where the Einstein Haus is.is about a 10-15 walk. Take a right down this street. go down to your first left about 1/4 mile. This is the street where there is some action. It is a small street that goes about 1/4 mile long. You can get sex for 300 baht for 30 minutes at a few places. I found a place almost at the end where there were 10 girls sitting on a porch next to the street. Talked to the Lady boy mama sun and got a girl for 500 baht for an hour. Originally wanted that much for 1/2 hour, but I told them this was more than Bangkok. They took you to the back and then on the side. Gave me a room with a fan, a red light for illumination and away I went. They speak no english but I had such a good time. Next time I got 2 girls for 1 hour for 1000baht. I though really a great deal.
Also, I went into a massage parlor-spa and got an oil massage for 500 for 2 hours and for 300 more got a terrific hand job. Love Ubon.
