I'm starting this because the Samui thread started to bend in this direction.
General observations:
Hua Hin seems to have changed a bit in the past 3 years. More accomodations to the European palate, and wallet, than when it was a mostly-Thai retreat.
Along with the ubiquitous schnitzel/spatzele come 100 baht Thai dishes that should be 30 or so...and quite a few bargirls speak German as a 3rd language. Although I'm sure there's no truth to it, I have heard that special WIDE chairs have been imported, too 
OK, so what to do in Hua Hin? First, it's pretty laid back compared to Pattaya, or even Samui. The nightlife is centered around Soi Bintabaht, a small soi behind the Hilton and Sofitel resorts. Plenty of guesthouses, and small hotels, a few internet cafes, and scattered Thai/Oil/Foot massage shops are within one soi in either direction.
Bintabaht means 'alms giving'; the soi gets its name from the fact that it intersects Wat Hua Hin to the west at Poonsuk Rd. For about 1000 baht in alms, you can spend the night with one of any number of BGs along the nearby soi. Note that there are MANY LBs in Hua Hin, too.
If you want to impress a special someone, there are great, but not cheap, seafood restaurants built on the waterfront. The food is worth it, but some BGs will not feel comfortable among the hoity-toity there. Save it for the love of your life, which, if you've been reading the forum well, will NOT be a BG. Or maybe it will.
Getting there is as simple as you make it. Buses from the Southern Bus Terminal. Trains from Hualompong, 300 baht 2nd class. Limos (as mentioned by Mr. La Rue, 1500 baht).
Or the Haam Sup preferred method, 140 baht.
What? You don't KNOW about Anusawareechai? This will be left as an exercise to the reader.

the water front restaurants are nice BUT expensive.

Last time just got the travel agent at the Honey Hotel to sort me out transport, door to door about 300thb return all in I think in a shared minivan. Stayed in the City Beach Resort nice enough and girl friendly. Liked the relaxed style of Hua Hin and managed to find a “keeper” on my 2nd night that looked after my simple needs very well for the rest of my stay

If you're travelling light you can take the mini bus from Victory Monument.
140 baht and is really quick....usually no longer than 2.5 hours. Buy a ticket at the small road parallel to the hospital - buses leave from there every half an hour or so. If you've got a big bag simply buy two tickets. Drops off people en route and ends at a small soi off the main road right in downtown Hua Hin.
I've lots of Hua Hin information but there's a site devoted to this aready.

I will be in Hua-Hin in two weeks time and would be grateful for some assistance. Checking out http://www.huahinafterdark.com/index.htm seems like Hilton disco (late midnight), P&P and Romantic bar have better looking girls. Can somebody advise what other bars are worth of the visit before midnight?

Not many other than the ones mentioned!
Stayed in Hua Hin for one long night, managed to find the soi where P4P action was (bintabaht and only after a good 1hr walk due to us getting lost  ) but quite disappointed with the goods on show. My mate can definately confirm there are plenty of LB's in this town! (you know who you are!) 
Then made our way to the Hilton and although there were plenty of FL's, it was way to dark in there to give any a rating never mind a seeing too! although some of the waitresses were very cute and the band ( as bad as they were ) was fronted by a real beaut! 
After an hour we came back out and everything was shut!!!!!... couldn't even get something to eat and had to make do with a plastic hot dog from the 7-11! 
Hua Hin is a lovely City, extremely clean (apparently to do with it being the Kings summer residence) and nice beach but nightlife IMHO not a patch on Pattaya. Samui, Phuket etc.
I'm sure other Bro's have had good experiences in HH but not me, but hey was only there one night!
Would recommend Hua Hin Suites if you're planning a short stay though. Nice clean room, pool, relatively cheap, close to the action (if you get any  ) and some cute staff!

KK, it changes a lot down there. Most bars have a heavy turnover of staff so you're probably best just doing a spin and seeing what's around.
Everything's centred around Soi Bintabaht and the adjacent soi's - there are about 50 odd bars so you will find something.
I like Romantic, Nice n Easy, U-Turn, The Dubliner, Jack Bar, Happy Bar and a few others. There's diamonds to be found there....had some real lookers. It's never gonna be Pattaya, but it doesn't pretend to be.
Hilton has been the late night haunt for a few years but hearing about a place called Hin Nam Sai Suai which is a bit out of the main drag but only ten mins in a cab. Some very good reports coming out....plenty uni girls, disco, karaoke rooms upstairs...sounds good. I'll certainly be paying a visit next time I'm in town.
Homer, there's plenty to do after the Hilton. You can't see it from the road but there's a small group of bars and karaokes called the Bazaar, no more than a five mins walk from the Hilton. It's up a little path next to the restaurants beside the Hilton entrance. Three or four bars and a couple of karaokes open till last man standing. Usually pretty packed out and a lot of TG's end up there...good fun.
HH can be a laugh and there are some real nice looking girls, just don't expect Pattaya.

I always bring my own to Hua Hin.
Use The Hilton as a landmark, any of the streets that end in the front of the Hilton property will take you to the P4P bars. Just walk away from the Hilton on these streets. If you run into the temple go back a block. I've never seen anything good in the Bars.
I like Hua Hin because it's laid back, I always get a beach front suite (Hilton), Hilton has free breaky every day that is like Sunday brunch, nice wined down from BKK/Pattaya, and European influence. To enjoy Hua Hin you must bring your tilac.
