Avoid the 3 dozen drivers who will storm you (they'll want $10-12 US) as you leave the airport, and go to someone you can negotiate with. Should be about 50-60,000 Dong ($3-4).

You can get your Taxi tickets at SACO travel desk http://www.saigonairport.com/home_saigon.asp
The flat rate is 60,000 D ($4) to any hotel in downtown area.
If you want to save few thousands dong, walk to the taxi park outside the parking lots, Tell them to use the meter, your rate is around 45,000 to 55,000D (your saving is less than $2.
Avoid the all the taxi drivers waiting outside the gate. They will ask for $10 or more.

Never exchanged money at the airport but would assume that it is ok. Alternatively just stop off at any gold sellers and they will exchange US$ or UK sterling for you, at a slightly better rate than any official exchange outlet.

Airport exchange is good rate -- just prepare yourself for the shock of being a millionaire! I exchanged $300 US, and when they handed me 4.5 million dong, I just had to do a little dance.
Your wallet will have an unsightly bulge, too...

a few months ago I could not find the ATM at the airport again I found 3 years ago...
about the taxi: about 40-50000 dong will do to any hotel, even less if you team up and share one with the many waiting farang outside...

The exchange rate in airport is same as everywhere in the city. $1=15600 VND (Jan-05), you need Dong to pay the Taxi, otherwise they will ask you to pay $10 USD.
ATM still there located outside the airport waiting area. I don't recall seeing an ATM inside the airport before leaving custom.
