Amsterdam is a great place with lots of black ladies but who wants to pay 50 bucks for 20 minutes of sterile sex . I used to make frequent trips to Amsterdam but the sex with the window girls was terrible . If I was going for the sex Id been terribly dissapointed . Brazil is maybe the best choice, now it's cheap because of the devaluation, also nice entertainment, music, food... Price should be in the 40/80 $ range. The most expensive place for girls is Rio. Better go to salvador de bahia or recife. The only problem is the risk of being smugled, sometimes injured (keep to safe places, especially at night).
Avoid el salvador, unless you bring a gun with you, it's the most dangerous country in latin america. Avoid nigeria, it's one of the most dangerous country in africa.
For me, the best and cheapest choice (including opportunities for sex with non professional girls) is cuba (range 10/50 $). But you need some experience (like how to deal with tight regulations), so it may not be optimal on first trip, and to speak some spanish.

I can recommand one more option in Africa: Just take a flight to Mombasa, Kenya, and check one of the smaller hotels at the south coast or north cost. I was at Diani Beach, south coast. At night go to Bushbaby (open air disco, martini style) or other clubs around.
Girls start at 20 US or nothing if they like you (I lived some time Ukunda with a girl there
Cons: Tourist Hotels not guest friendly, in general take car at night (take a taxi).
Pros: Nice ladies, massai, kikujo, short time places available, good Tusker beer, I like the music, lots of offers (all kinds). Good english...hehe (me as a german..aarrgghh).
