I have no idea if I qualify as a peer, but age is no issue for me. 18 is the absolute minimum, no excuses, misunderstandings or misconceptions allowed. Period.
Sounds like you did the right thing, when things did not look right, you checked, then bailed.
There is a phrase for sex with anyone under 18, it is called child abuse.
Before anyone jumps all over me, these are my views, not holy writ. I do appreciate that different societies set their own standards.

You did the right thing here - She said she was 16 - chances are she was younger. Girls that age will inflate their age in the same way older ladies will deflate it.
For me, I would not be happy If I thought the girl was under 21, but I am a bit long in the tooth and a younger guy may think differently. In any case I think 16 is much too young for P4P. even if girls can get married and have kids at that are the risks here are much greater.

Question, I will be back in Dubai in February staying at the Ramada Bur Dubai. The last time I was there, it seemed like the girls at Rumors and Rockafellas were there just to hang out. I didn't notice any that tried to make eye contact, let alone, do business. I've been doing this for years in many countries, so I had the impression that I was out of place. Keep in mind, I did very good elsewhere so what gives. I would like to hook up with a Russian or European somewhere close to my hotel.

Have to agree with Sporadic and BarCrawler. For me, minimum is 18; I aim towards BC's target of at least 21 (I actually like them mid to late 20's, or up). Youngest I ever pulled was 19; we were in the car back to my place, and I had several thoughts about turning the car around, taking her back to York. I didn't, but was a bit uncomfortable.
Under 18: That's a moral's offense in my book (rightfully, you do go to jail) ; agree with BC again: I don't think she can make an informed decision about being in P4P.

The Russian/CIS girls are usually waiting for you to make the first move, and some times you can get the impression they are not "working". The Chineese and Africans on the other hand will be very active, even agressive in approching you.
I have not been to Rumours so I can't comment, but you have Rockafellas, Jockeys, York and the Imperial all within a short walk of the Ramada - You will find Russians in all these places, If you see one you like chat to her! You are not very likley to find a non working girl in these bars but be aware that places like the Regal, York and Imperial have normal bars too Make sure you are in the right one - it will be obvious!
Be frendly and courtious when approching them you are unlikley to make an embarrising gaff.

They may look like they are "hanging out", but they are just waiting for you to approach them.
Everyone dreads making a mistake, but if you are in the right place (like Barcrawler mentions, make sure you are in the correct bar) you could not swing a cat in these places without hitting 10 working girls.

Actually the first time I went in the York, I picked up a Chinese girl at the sports bar downstairs. $200 US and she stayed three days, even cut my hair and insisted on helping me dress and undress. I really hated to move on but I had to get to Pattaya. I know Rockafellas, York and Rumors but where is The Imperial and Jockeys. I only have three days then on to Frankfurt and New Orleans. All advice is appreciated. Also, if you have any advice on Frankfurt, I will be staying at the Kaiserhoff

You will find a lot of info on these places if you go back through the posts but here are some specific directions.
Jockeys is in the Panorama hotel, this is on the other side of Mankool road from the Ramada, about 200m from the Ramada in the opposite direction to the York. It as a large red neon sign saying Panorama hotel and it's visable from a long way. The bar is just inside the main door on the right. Jockes is good for early evening, until around 10, but it can be hit and miss sometimes there are gems, others evenings scant pickings.
To get to the Imperial come out of the Ramada and cross Mankool rd. Head towards the York but take the first turning on the left by the Coithram supermarket. The Imperial is around 200m on the left. There are three bars, the one in the lobby is a regular pub with no action. There is a small bar with no entrance fee at the right side of the building and the Staying Alive disco 50DHS entrance at the left end (includes 2 drinks vouchers).

Was anybody else at the Russian New Year party at Rockafellas last night? (Thursday) As I was not looking to pull or to stay long and thought I would give it a try as long as I could avoid the entrance fee. Anyway no fee was charged (early, face fits, "right" nationality?)
It was only 10 and things were just getting started. A happy hour price of 14Dhs for a beer was most welcome. It started to fill up and I must say I was impressed both with the quality and the relaxed atmosphere. The previous night I had been in the York with some drinking buddies and the contrast could not be more marked. OK there was not the quantity and ethnic varsity of the York but it was nice to be able look around and not have to fight off continual hard sell advances.
I had a chat and got a telephone number from a Kazak lady - absolutely gorgeous ( I am getting a weakness for these Kazaks) excellent English and intelligent conversation too. One for the future I am sure.
All in all I was Impressed
