I will spend a couple of weeks in Koh Samui and after that I intend to fly to Cambodia for the last four days of my holiday (sort of discover-if-the-place-is-worth-spending-more-time-next-holiday).
Anyone who has been to Sihanoukville kind enough to give me a few tips? (where to stay, where to go for freelancers or any kind of *uc*ing-related business, going rate and so on...)
Any kind of suggestion really appreciated.

A lot of places in Snooky have been closed due to port development. So the Viet houses are now gone. Some Khmer place still exist. Usual 5 US Short time on premises, 10US in hotel ST to 20US long time. Too many hotels to mention. Average 10US per night to 50 US for the best hotels in town. Check out www.canbypublications.com

First, getting to SHV is the same, its either a half day boat/taxi adventure from Koh Kong or a 4 hour A/C bus ride from Phnom Penh. Very beautiful place that’s not overly crowded. While there are a few facilities for foreigners, it is not like Pattaya or southern Thailand at all and principally caters to Khmer tourists.
I was in SHV a couple of months ago with my Cambodian friend on a recon mission. The big shots from where we worked (all Cambodian I might add) where coming down for a conference in a few weeks and it was our job to ensure proper entertainment. The streets were basically dead at night, a few bars had girls and the disco you could rent a girl to get started and negotiate with her. There’s a couple of MPs in town, they but seem to close up around 11. The best source for information was asking the moto-dop (motor bike taxis) drivers, they kind of act as a referral service and all have lots of friends…
I recommend Cobra (or Cobra II) which also doubles as a Karaoke bar. I was also told that a few freelancers hang out around the beach at dusk.
Prices listed above are about right.

Update.
I was there in the 2 weeks before Valentine's day 2007 and have to ajust the above posts.
Prices for girls are still about the same. No change there. Hotels are plenty, for information see the before mentioned canby website.
So far nothing new, but now I have to disagree with certain remarks here.
A) SHV is defenitly not catering to Khmer's as a major source of income. It is the foreign $$$ that makes the city tick. True, the cambodians are getting richer by the day, so tourism is up and coming for them. And since crossing borders is still to expensive for them, SHV is the place to be.
B) SHV is not realy what I would call a sextourists (wet) dream come true. My guess is that there are maybe only 200 girls there. I would bet that you can not scrape up 500 girls there if your life depended on it. With girls ofcourse I mean the varity that offers a certain kind of service for a small fee.
Now if you consider that the number of hotels must be around 100 or more. And that business is not bad for them, you can do the math your self. Finding the girl of your dreams would be rather difficult. And when the US navy comes to town your odds don't get better. My advice would be to bring your own thai/cambo/viet girl down there and have a very relaxed holiday playing the beachbum.
Having said all that, is there nothing there to make your trip a happy one? Ofcourse there is. There is plenty to go around. Half the punters come with their wives and the other half are surfdudes and hippy types. Many of them pensioners aswell. For all of them having sex once a year seems like an excessiv number.
Did I mention I don't consider SHV a sextourist heaven? 
Would I listen to my own advice? Certainly NOT! But then again that is me. I met 2 girls that fell in love with me and that would drop you in a second, like you had the plague, if they knew I was coming to town.
C) Where to go? There are several brothels and karaoke's that you need a moto to bring you, located in dark and faraway places. These places are not my cup of tea and my bussiness with them was less than satisfactory.
In town you have several disco's and karaoke's but I would say that the chance of picking up a girl there is as likely as knocking up an 80 year old nun on a first date. No freelancers, and regular girls are in groups and very difficult to approach if you don't speak the language.
Same goes for the beach. No freelancers (unless brought by punters) and all the girls that sell you their stuff you need to court them for months and marry them before you can even think of kissing them.
(Want to have the time of your life? Without sex that is. Buy a few $$$ worth of shit [shrimp, mango, whatever] from them. Let them eat it themselves and you got friends for life. Hours of conversation and teaching you the lingo.)
My favorite hang-out was Victory Hill there you have a few bars that have a few dozen girls. That is the place to be. Note that investing a ladydrink does not mean you have a garantee for sex. A number of girls are there to fill the bar and will not go with you even at gunpoint. Even the ones that are barfineable could refuse you because they just don't like you or don't need the money at that time.
(On a personal note; my girls were all over the place. Pulling customers in the bar, giving a lapdance, dancing on the podium, having ladydrinks with customers, while I was sipping my drink in a corner and enjoying the spectacle. In other words they were working, but without a doubt they would be leaving the bar with me and no one else. So things are not as clear and obvious as in a thai bar. Keep that in mind.)
Near the Golden Lions you have Poco Loco also a disco/bar with a dozen or so girls. A nice alternative for Victory Hill.
I have no knowledge of that Cobra bar, I could be mistaken, but that would make me say that it is hardly a place of interest.
Conclusion : SHV is a really laidback town, almost unlike Cambodia. Koh Kong is a piratesnest, everybody and his brother is scamming you or trying to scam you. It is all about YOUR money. SHV is the opposite. Almost nobody is interested in your money (in a unhealthy way that is). It is a big city in square miles, a small city in population. Very laidback and relaxed, it is al about the beaches. Make that you priority and girls/sex secondary (or bring your own). Then you will have a very good time. If girls are your priority then disapointment could be yours.
Also unlike most beachresorts, in SHV 99% of all hotels are atleast a 5 minutes walk from the beach...... at best. I think there is only 1 hotel on the beach and at $1000,- per night I think that the lazy ones amongst you will not like SHV very much.
