1) Little, if anything, is cheap (let alone free) in Japan.
2) Unless you are Japanese or a farang who can speak Japanese well, P4P options are very limited for a short stay. Google 'Club Boo' and 'Asian Mystique' for farang-friendly in-call services.
3) Try your luck at the bars in ROPPONGI. Some JGs frequent Roppongi looking for a one-night fling with a farang. Be prepared to drop some cash on drinks (yen is strong against other currencies now).
4) Try your luck with the Nigerian touts loitering on street corners in Roppongi, Shibuya, Harajuku, Kawasaki and Shinjuku (Kabuki-cho). They hussle blokes in to strip clubs, drinky bars, and massage joints.
5) For some quick and relatively cheap P4P with Korean or Chinese girls, catch a train to Kawasaki (JR Kawasaki or Keikyu-Kawasaki stations). See my Kawasaki Horinouchi RLD report for details.

If you're going for regular jap girls NOT dropping money on drinks will increase your chances.

I had a short stay in Roppongi.. found a nice sized 1 bedroom apartment on Craigslist that was 3 times the size of a standard hotel and (more or less) the same price. I would do that over the hotel any time.
In the wee hours, the Roppongi streets are full of P4P...but not Japanese... mainly Chinese, VN, etc... I was in no way impressed with the quality and did not try any of those goods. Off the side streets are dozens of Japanese G clubs but you pretty much have to be Japanese to go.... I went with a local friend and was blown away by the quality and quantity of the ladies. Truly inspiring however many of the pretties do not go with customers.
As was pointed out, if you speak Japanese you will have a much easier time. The African hustlers are everywhere so you could chat and see how you feel. There are also some bars and clubs for foreigners staffed with mainly non Japanese women.
Another area to check is Kubukicho which is famous for its clubs and bars... again mainly Japanese but a few places will cater for the tourists. Again there is some street traffic and offers of "massage" all over but 90% are not Japanese.
