One tactic I've used for meter-less taxi drivers, is based on something I saw a friend of mine from South Africa use in BKK. When he got in the car, first things he asks for is "meter?" If the meter doesn't go on, he says, "Door is still open!" I've used this and it prevents the taxi from taking off, they don't want to chance the accident. I've only had to do this once, and I simply got back out of the cab, having never closed the door. The next driver had a great attitude, and was tipped accordingly.

I've attempted to take taxis to various BKK destinations lately and found drivers commonly refusing the business.
Happens all the time. Jai yen yen - stay calm, it's normal.
The missus and I find this is common when trying to get to her family's home in the back blocks of Samut Prakarn (southern part of greater Bangkok). It is so common that we don't even get in the taxi till the driver agrees to take us there. Not sure why, maybe they don't know the area or maybe they figure they'll never get a return fare. Not a big issue - never got past asking a third taxi.
Getting out of there is never a problem - only a few taxis prowling around but a "rich" farang standing on the side of the road has them coming in from all directions. Enjoy.

I've used to make it a point not to take taxis that are waiting outside a club, as they will normally not use the meter. One day, I decided to experiment with one of them. I got out of Novotel one night and I wanted to get to Mixx, and I knew that they paid the drivers a 100 B per head commission, so I told one of the drivers waiting outside, I wanted to go to Mixx and that I wasn't paying the fare. He happily took me there.  Anyway, these days, whenever, we go to Mixx, Insomnia, Spicy or any of those late night clubs, we don't bother paying at all. I have heard of a guy even ask the taxi driver to pay him 100 B to take him and his pals to Mixx. Of course, the taxi driver would be making 300 B, so he paid up.

... I am frequently in the area about Soi 11, where the taxi's are notoriously bad about taking anyone who is not a farang tourist.
... what I am getting is that they will pick-up fares who are on their route, driving a circuit scribed by Soi Nana to Sukhumvit to Soi 11, and then back to Soi Nana... many pass with the meter light still 'on' and their farang mark being taken for a ride around the blocked for a non-metered fare.
... standing in the heat on the soi with a 7-year-old, obviously no tourist, I don't even merit eye contact as 8-10, or more drive right past us before we do catch a taxi... usually we have success only when we get a taxi leaving the area, having dropped their last fare along Soi 11.
... bastards.

Yeah, most of the times they are. Last night, I must have stopped over a dozen of them, trying to get to Soi 33 area, and none of them wanted to go there. I gave up and went back to my room.

From CM2 to The Mixx.... would never have guessed from your posts that Russians were on your menu !!
On a serious note, is this quite common now, if I want to go to Mixx just say no pay, you get commission from club... will most of them know what I am going on about ?

For Mixx, Insomnia and Spicy, I can safely say, almost all of them know about it. There were some taxi drivers that were unaware of the same commission deal with Climax.

The parked tuk tuk drivers know about all the kickbacks from the clubs. I would hit them up for those short rides, and make the no-pay deal.
