I wish they would enforce something like that in the states. They get tossed out of moving cars and tossed at intersections all the time. Not sure why it is not considered littering and it is certainly a fire hazzard.

In some states it is a big fine for throwing out anything that is burning from a car.
I once was behind a guy at a stop light and he tossed out a cigarette butt. I got out of my car picked it up and placed it under his windshield wiper, it was still burning. I never said a word but just smiled at him. He had the most dumbfounded look on his face.
Later I thought about and it was probably stupid, people have been shot for less. But the look on his face was priceless.
