Do you think so? What crime? I heard that there was debate about whether to make going abroad with intent to pay for sex was to be made a crime in the US (as going abroad with the intent to have sex with minors, a very different thing in my opinion, already is), but has that actually become law?

Yes, it has been signed into law, as far as I understand, as of January of last year (2008).
Partaking in commercial sex offerings in other countries (even if they were legal in those other countries) is now verboten for Americans - I was always curious how they could push that through, seeing as how prostitution is allowed in many States - maybe it's a protectionist measure 
...and then they wonder why I maintain my non-US passport, and refuse US citizenship.

Do you have a link for that, I've just spent 10 mins googling it and found lots about child prostitution and none about the states criminalising engaging a prostitute abroad (although this is apparently against the law for Norwegians, something I did not know before)

The Norwegian law is just a token law drawn up by feminists, it cannot be enforced. Im not Norwegian though otherwise I would change countries
The world is slowly moving toward s legalised prostitution and drugs with an opt out clause for those involved,which is much more civilised.
If it was a sting it would be for child prostitution which is a good thing, but that would never be advertised, so it can't be.
Also many countries dont allow the american way of commiting a crime to catch criminals so its impossible to prove without breaking the laws in that country.
prostitution is illegal in Thailand thats why the girls work as hostesses and any money exchange is between them and the punters.
Same goes for massage parlours you just had a massage right, and that free lancer she is your umpteenth mia noi.;)

With the passage of the Protect Act in 2003 (part of the Patriot Act) it seems to have been clarified that sex with persons under 18 is the intent of the law.

Title 18 Section 2423 contains the wording that makes it illegal to travel for the purpose of engaging in illicit sex...
(c) Engaging in Illicit Sexual Conduct in Foreign Places. - Any
United States citizen or alien admitted for permanent residence who
travels in foreign commerce, and engages in any illicit sexual
conduct with another person shall be fined under this title or
imprisoned not more than 30 years, or both
But Section 2423 spcifically deals with minors as defined...
(f) Definition. - As used in this section, the term "illicit
sexual conduct" means (1) a sexual act (as defined in section 2246)
with a person under 18 years of age that would be in violation of
chapter 109A if the sexual act occurred in the special maritime and
territorial jurisdiction of the United States; or (2) any
commercial sex act (as defined in section 1591) with a person under
18 years of age.

Well, I sure am glad that there's no prostitution in Thailand, and that my girlfriends are always glad to see me.
Yeah, I know what you mean about the customs bitches -- I just made a point of telling the last one that harassed me that I enjoy vacations in countries where I don't have to deal with obese bitches with attitude - I save and savor that for my return back home. The US Statute applies to travelling abroad for such activities with underage. Does not by statute apply to of legal age.
