That is correct, but they don't have to catch you having sex with an underage person to arrest you. You can be convicted in the US before you leave for overseas of conspiracy to travel to a foreign country with the intent to have sex with an underage person.
I have no problem prosecuting those who engage in sex with underage persons, but since they can arrest one for mere "intent" that could lead to government abuse of power, although I am not sure what kind of evidence is needed for a conviction. I did read one news report where the fact that the person arrested at the airport had candy and condoms in their luggage, that was considered (in part) to be incriminating evidence.

If it is the guy I heard of, he had gone on line and asked in chatrooms and asked which countries he could find underaged prostitutes, and how to go about having sex with them. His activities were then monitored, and when he bought a flight to a country not too distant from Thailand, he was intercepted at the airport leaving the states and arrested with a bag full of children's sweets and condoms.
