Go to any 5 star hotel -cheaper than any fancy salon at a shopping mall. Try the Regent hotel. Good old fashion barbers.

im told thai ppl get their do cut for 70 baht, i pay 400baht at Ananda Spa in the Capital Club inside President Park, soi 24/soi 22, great place, great hair people....

When I'm overseas I always try to find a Toni&Guy salon, they are in most international cities and there is usually at least one stylist who can speak English and they can always give you a good stylish cut, downside is they are quite expensive compared to a regular barber. I know there is one in Siam Discovery Centre so they could be worth a try. I had a similar haircut nightmare experience in Malaysia and vowed never to go to a regular asian barber again.

as in,they wear surgical masks and latex gloves?,as they did with me.
or was it just that the hairdresser had heard that i might be 'unclean'?.

It seems that younger girls at barber shops are not skilled at cutting hair. I would choose an older woman to do a good job (of cutting hair). There is division of labor and skill sets to fit the service needs. I once asked this young girl to cut my hair and very soon it was obvious that she was not skilled with the scissors. She deferred to a guy (who kept talking about his "boyfriend") and I got a bit homophobic. (Just a cultural thing) I think I paid about 200 B for the entire experience.
I would like to find a good hair cut place on or near Sukhumvit. Any suggestions?
