LY is correct in that the 30 baht plan and the but pragun songkom are not the same. For the but pragun songkom the employee pays a percentage and the employer will pay a percentage, as he described. Also, if someone is self employed (for example, sells som tum) they can still qualify but they will have to pay the extra amount from the employer.
The 30 baht plan seems to be basically for those who cannot do that.

Pardon me. They will have to pay the percentage normally paid by the employer, as well as the employee's percentage. I do not believe there is another rate for the category of self-employed.
