You enter Nana Entertainment Plaza, groundfloor is 1, ok? 
You turn left and climb the wide stairway to 2nd fl. (see Angelwitch etc. on your right hand side)
You go on climbing the stairway to 3rd fl. (see Hollywood blah on your right hand side, some STH on your left hand side)
You go on climbing a few steps to the bar in the corner right in front of you. Some touts are happily waving at you... 555 I think this one is actually between 2nd. and 3rd. fl.... 
At the entrance of that bar (name?, glass ceiling) you don't really enter through the curtain but turn right and climb another very small stairway.
That's how you reach NEP 4th fl.
You can also use another stairway wich is actualla *in* that 3rd. fl. corner bar leading directly into that bar above, which has - surprise surprise - a glass floor.
Btw. theres is even another stairway to some STH on a 5th fl.
Sorry, these bar names are all too stupid and same same... 
I'm not sure if this is perfectly right, but as long as you see a staircase climb it and when someone refuses to let you in because you have no girl in tow,  you have reached that top-of-the-NEP-world STH... and go back down one fl.
Now, isn't that easy
