Bkk is great during this time. Alot of folks have left town to be with relatives or to the beaches. Traffic is light and spirits are up. If you want to play water war, the best places are MBK, Siam Square (inside and outside-the indoor cooridors are great places for ambushes), and Patpong.
Have fun and don't try to stay dry.
