You need to be sure it is guest friendly to avoid joiner charges. Ambassador is a no no now. There is a list of good ones at the url above.
High season is the best, coolest weather... Nov thru Feb. Rates are higher so you need to book in advance in most cases altho I have rarely heard of anyone NOT finding a place; just may not find THE place you want with vacancies. In high season more girls flood town to acomodate and compete for the increase in ATM machines/farangs showing up.
Dynasty rooms are small but cheap and clean.
Majestic is also small but nicer upscale rooms to some extent. Parkway Inn right there I have stayed at and is nice but usually booked. Grottino, Omni Tower very nice places and under 2000B/night.

I've stayed at the Dynasty many times, last was in March.
Never saw any bugs during my stays and I found the staff very efficient and friendly. Rooms are clean, although the wood panelling makes the rooms somewhat dark. They have some bigger, newer rooms in the back that you can reserve. If you stay in the back building, you have the option of taking the alleyway to your room and bypassing the front desk. Absolutely guest friendly. They have 2 hotels in Pattaya that you can book at their travel desk and they will provide free transport via minibus if you book and prepay for 2 or more nights. The Bangkok Dynasty gets very popular during the high season and is frequently full up.
