Unlike San Francisco, I see no bums and homelesses with their shopping cart on the streets of Phuket.
If you've ever been to San Francisco, the city's homeless policy is a disgrace. There's bums sleeping next to where the tourists gather. You'll see some peeig on someone's door step. And worst of all they stink worse than the sewers. If you go browsing around Market street, you'll have to snake through their carts and them sleeping on the sidewalk.
Even though many people may be poor in Thailand I don't see them stoop to the level of the homeless in San Francisco.

I will never forget the time a homeless guy chased me into a Dunkin' Donuts in the Mission muttering something under his breath. He'd asked me for a cig and I told him I didnt have one. Luckily my friend who is built like a matchstick yelled 'f_ck off' at him like a hysterical crack addict and he backed down.
Then again, there was this thai kid in Asoke bar complex who tried to bite me when I didn't buy his flowers.

There is a homeless problem in San Francisco. That you are correct on. I'm not sure if you are saying San Francisco's policy is cruel or too nice. But I think you are mistaken on who's fault it is if you are saying they are cruel.
The problem is that San Francisco is too nice to the homeless. They have professional homeless people there. They give on average more services and benefits than others. Homeless people come from other cities and other states to be homeless in San Francisco. Most of the homeless people in San Francisco are not from San Francisco. Did you know that many prisons give freed prisoners one way tickets to downtown San Francisco? Did you know that many cities in California give one way bus tickets to the homeless in their cities to downtown San Francisco? The homeless issues grow there because other people dump their homeless in San Francisco. City agencies' hands are tied in truly taking care of the problem because of the political backlash from the liberals in the city who think they know how to help the homeless in San Francisco.
Have you been to Bangkok as Dr. Love asked? Walk around Sukhumvit wear many tourists go. There won't be so many yes, but it kind of makes you wonder what they do to them, because I don't think they get the handouts that San Francisco gives.

The problem of the homeless in the US may stem a little deeper than your observation I believe.
It may well be a reflection of the society overall.
A society where the polarities in income are huge, spending on welfare is one of the lowest in OECD countries but spending on the military is something like 400 billion a year substantially more than any other country.
It is really a matter of priorities and the majority of Americans evidently do not see homelessness as a problem and are quite prepared to put up with it .
Spare a thought for those that are homeless.
I doubt that it is a bed of roses.
Then again a lot of people believe that all the homeless are so because they want to be.

There are plenty of beggars (and possibly homeless) in BKK. Instead of looking at the Hello Girls on Soi 4, look in the corners, you will see them there.

In Bkk I have seen that peoples are living in abandonned construction sites in skeletons of buildings-to-come.You see that from BTS Nana-station.
Pattaya has it's share , too.
In March I noticed quite a lot BG's / LB's here and there sitting in some corridors / gatetunnels with plastic bags or backpacks.
In the evening some of the girls at the seaside Beach Road are looking like they have slept their clothes on.
Bums digging trashcans are matching pretty good at first posts description.

I did my best to try and ignore the beggars and cripples on the sidewalk, and usually succeeded. But could never walk right past those women begging with tiny children sleeping in their lap. Always had to stop and give some coins.

That's precisely what they would like to achieve.
Don't ever give a single satang to beggars or those exploiting animals. Remember begging is an organized ' mafia crime' in Thailand and neighboring countries.
Either:
- Children are rented out and exploited.
- Crippled are put on the street. Proceedings are taken from them and they will be fed only.
- Animals (in particular elephants) are put in the streets of Bangkok.
Try to imagine beggars without dragging children along. Would you support them ....?
Most of the money giving by foreigners and thai alike ends up in the wrong hands.
Don't be guilty of exploitation ....!

I understand limbless hunchbacked beggars in bkk cannot work elsewhere..but most of what i've seen in the states are lazy f_cks who don't want to work and just hustle people all day..beggars in other countries I think dream about being homeless here in the US.
