As I was sitting at a bar in an alley in Phuket, this guy in kakhi uniform which resemble either a police officer or those hotel security guards that block traffic for you. He showed me a brochure that's in all Thai except 3 lines which says "donation to the elderly, poor children, moral education fund...etc" or some crap like that. He also said he is affiliated with police. I suppose he was letting us know not to mess with him and giving us a sign of intimidation. He reaffirmed his connection with the police by pointing to his badge which is all in Thai. I couldn't understand a bit of it. For all I know it could be a taxi license. I asked the bar tenders to tell me what it says and they're reluctant to tell me. More like they'd rather not mess with it. He proceeded to show me a list of suggested donations ranging from 200bh, 400, 600,....1000. So I just gave him 200bhat. He thanked me and gave me a stupid sovenir. Later I saw him down the street looking for more donations from other people. I asked him if he was for real and to prove it. He got quite pissed and started yelling "you not belive? we go police now! I know police! we go police now!!!". I didn't want to bother and walked away. So should I have told him I don't want to donate? Would I get in trouble with the police?

What made you feel compelled to donate in the first place? While he may very well have had "affiliations" with the police, you would only have got in trouble if you made a big deal out of it (e.g. tried to verify his credentials) or tried to sour his business by talking other farang out of giving him money. You can always just smile and decline to donate. My policy is to never give money to people who ask for it. If I want to donate to charity I can find one on my own, and then I don't have to worry if they're legit or not. I'd rather give 200 baht to a random waitress than to this guy.

I'd guess it was a scam.. and even if it wasn't, I take the same approach as Chompoo, as I decide when to give and when not. Just smile and politely say "No". If anything, the cops have much better methods for extracting cash from Farangs, specially for some sort of "traffic infringement".

Yeah, you got ripped off BIG TIME ....... and were part of the intimidation game .... The game can be played in several ways ... either they are dressed as officials (intimidating you) or in rags (playing games with your conscience). They might carry accessories too (like small children, their blind grandmother or badges). Look dirty, walk away .......

I doubt that 200 baht is classified as a big time rip off! Should he call the police and tell them about the "great brain robbery" For heaven sake write it off to experiance.
