They should be open 24 hrs, but a better plan is to check all your bags through to their final destination (if not Thailand), then you do not have to claim them in BKK (almost every airline will do that). This way, all you will have to carry in your bag are condoms and a toothbrush. The following may be outdated information, perhaps someone who has done this can verify. I did this four years ago when going from Hong Kong to Singapore, and I had 8 hours in Bangkok. Also, if you are coming from outside Thailand, through Bangkok, and your final destination is outside Thailand, you may be able to avoid the 500B airport tax by asking for a waiver at the immigration office BEFORE you enter Thailand. They will note the exact time you entered Thailand, so you can prove afterwards you stayed less then 12 hours.

You will not be able to check your bags to your final destination. There is a luggage storage in, I believe, terminal 1 at Don Muang. Not sure the hours but I think it's open at least till midnight.
