For the last 3 or 4 years I have seen the same "deaf/mutes" selling on Sukhumvit, are they really deaf/mutes?

yes. it's some "law" that those stands are only given to those groups.
they are quite clever. did you know, that they have 3 different colors of polybags??
to distinguish the overspenders from the cheapos.

I think he means that the first merchant uses a bag of a given color so that other vendors will know where to start price negotiations. Marking the mark, so to speak, to help each other make more money.

it's a fact.
and I think it is quite clever, too.
you go and buy a pair of 501 on sukhumvit
the vendor says 1'000 baht. you pay and get a white polybag.
you go to the next vendor, he sees you've been paying top dollar and quotes you a high price.
so does the next...
if you bargain him to death, you should get a blue polybag.
the average holiday tourist mostly gets a red one.

The "deaf" young guy vendor just under the exit from Nana skytrain on the even Soi side of the road is. He knows me by sight but have only bought something from him twice in over 12 months. Just had to know. Yelled just behind him one time - he didn't flinch. Vendors on the other side are "talking" all the time in sign language whether there are customers about or not - looks too quick to be anything but genuine.
Still on blue, will get a red bag yet. A lot of good haggling the price in Thai does with these guys!

I must admit I never knew that about the bags.
I bourght some Gameboy games the other day, just checked, all in blue bags.....cool....I'll keep them in my pocket, put something in one before I go to buy something next time.
I did have one guy (deaf and dumb) sell me some framed pictures for my house overseas.
We started at what I thought was a reasonable 500B, he went 1000B, we settled at 700B. I then wanted two.
He smiled and gave me them both and when I went to add the extra money, he winked and waved me away....so got them for 350B each....I was stunned. The lady I was with was stunned, we still laugh about it.
Not sure what his logic was, he just seemed to be bored with the whole thing. I would have happily paid 500B each for them as my original bid, they were well worth it, framed behind glass about 12"x10"
