I dunno about a shop that offers that service but if I sit for long enough at a bar (any bar with an opening to the pavement/sidewalk) there's usually some chap who comes along and offers to clean n' polish my shoes whilst I finish my beer.
Cheerio PS: Make sure you take yer shoes off before he starts otherwise you could get a rim of shoe polish on your foot!
