To the best of my knowledge, CalEden is correct. I think the last Thai ruby mine closed down about 10 years ago.
There plenty of gem fairs in Thailand. Thailand is the largest gem cutting centre in the world (by weight not by value) so it is a good place to buy gems. There are plenty of Thai gems mined - Sapphires, semi precious stones - but I am pretty sure the Thai ruby industry is long dead.

There are no rubies being mined in Thailand at the moment and virtually no other gemstones either, even the sapphire occurences are virtually depleted. The advice above is correct, go to either the tri-annual gem and jewellery fairs in Bangkok or go to a reputable dealer. Ruby prices are going through the roof at the moment especially for untreated stones and be prepared to pay a serious amount of money for anything of even reasonable commercial quality (which will most likely be of Burmese, Vietnamese or Madagascan origin)
