If you're going to Pattaya you might know that the Welkom Inn is also known as the Belgian Embassy and the owner/manager Marc is a native French speaker (Walloon I guess) and a nice if somewhat potty old guy.
I'm sure he'd point you in the right direction if there is one. Many people love his little "resort hotel" too (although it was not to my taste so we only stayed one night).
Strangely enough, when planning my trip I often went to Thaivisa.com to chat with people in Thailand and one person I met there only knew Thai and French - their nickname was something like "Want-meet-French-friend". Of course there's no guarantee you'd ever see them there again, but I chatted briefly with them in French just for the novelty, F.

The French Government sponsors French Language training (I believe it is called "Alliance Francquois" or something like that).
A branch of this school is located on the French Embassy grounds on Sathon Tai Rd. There is a little cafe there that is open to the public and you can meet Thai's who are attending French Language Training.
It is next to the YMCA and just down the street from the Hotel Sukhothai.
