you are confusing "kee tua (baby) ", which is indeed Issan for go hok/lie, with the term "cae tua" (cae sounds like care without the "r"), which means "excuse", and is used in the term "hen cae tua" -- a defamatory term meaning someone prone to making endless excuses for their unacceptable behavior
