Does anyone know of a Bank in the SUK area that allows you to open a Safety Deposit Box without having to open up a Bank account?
Also if you do have knowledge of a good one, please provide the cost, and any other issues associated with it.

IME it's difficult to get a safe from the bank, yet there are private safety box facilities with better opening times and enough safety to attract lots of private and business customers.
Can't help with Suk but if you can go to the Silom area U might try in Gem Tower, 8th floor,on Charoen Khrung, there's a large facility with private cabins operated by Securicor. Several other such offices in the same area BTW, should be some in Suk as well.

Ask someone from the Saudi embassy in Bangkok about safe deposit boxes there. They have a lot of experience on that. But be delicate when inquiring, as it may still be a touchy subject for some.

I could not find a place to rent one to me.
So I bought a nice fire proof safe for my condo and keep everything in there. It can hold my laptop easily. It weighs 60Kg so it would be hard to remove. I probably will have it bolted down eventually just for insurance.
