You should be able to open a savings account with just your passport and any type of visa. You can get an ATM card and withdraw using your passbook.
To open a checking account, some banks require work visas.
I opened my savings account with a 30 day tourist visa and had my ATM in five minutes..... Krung Thai Bank in Pattaya.

so how are you supposed to live here then if you want to buy a home etc, when you need to send over cash to your account to purchase and so on. What about the proof of funds in accounts for certain visa, how do you do that one. Narrow minded fcuks, do they think everyone has to work !!!

Anyone know if there are Thai banks full service banks established in Singapore, does for example Thai Farmers bank have a branch in there?

Just this month I opened a joint bank account with my "TGF" (  ) at SCB. They gave us both ATM cards and I got an online banking username and password on the spot.
All I needed was a passport and some travellers checks.

Anyway, the account I checked a few days ago and is still open and operational, in fact it had a mysterious 200b withdrawl in July this year which said it was an ATM withdrawl, I have never used the ATM card let alone the passbook account. But on a positive note, I got 3.25 baht interest.
Don't go and "blow" it in one place. How was the Office? Lots of workers?
