This is a difficult issue to clearly say yes or no. Obviously many have good experience with making the donations. But the question always comes up "Where or when will it end". If the policeman's salary were raised to BT 50,000 per month, does anyone think they would stop asking for the donations? I don't. I think a policeman's job can never pay enough as they are the last line between the barbarians and civil society. But someday, somehow, individuals paying donations needs to end.

The chronic underfunding of the cops and the overstaffing go hand in hand. I am not sure of the ratio of officers to citizens but it seems awfully high in Bangkok. A lot of them are deployed on low level jobs such as traffic control which can be more efficiently carried out by the traffic lights and their expensive automated city wide control room. There was widespread criticism by the cops of the new system when introduced in 2000. They turned it on for few hours and then declared it a failure and turned it off. The "secret" is that the police boxesa re built around control panels and they are quite comfy with air con, sofas, TVs, a beer fridge etc. The cops would rather push buttons than be outside. A less efficient police force is hard to imagine.

I think the boys in brown were just looking for quick pay-off on that particular day. They've not been back or called, disappeared into the mystic. hmm, sort of wondering, if we'd handed over the X,000 or X,500 Baht that they were asking for that day if we'd have ever seen the little red box get installed... well, perhaps, after paying again the following month, but again that's up to whether they came back again. or maybe they were told the same thing we had in mind by the other renters here.

I do... as then there'd be strong motivation to toe the line (assuming there was a crackdown on corruption) as losing one's job would really mean something.

And ordinary Thais being paid far less would not accept their behaviour (condone would be too strong a word). Many people believe they are poor and need to do it to get by and feed their families. Hence the chance to avoid a real fine by slipping him a few Baht does not look so bad.

I disagree that they would stop asking for 'donaions'. No one knows today how much they make from the unoffical collections. What if it turns out they are actually taking in BT 50,000 per month? that is a very healthy salary. Enron, Adelphia, etc... those execs made millions annualy and it did not keep them from putting the hand in other peoples or the companies pockets. IMO, only a viable threat of prosecution with serious enforcable penalties (jail) will begin to change the attitude.

I somehow understand the people paying up. I may have done the same if the situation demanded it. But if this was a story from my home-country, I would be really worried. It may not be very fair to compare Thailand to Norway, but this is corruption at its worst. Police is about enforcing the law, fairly and equal to all.

Police logic is fairly frenetic. On the one hand they see little wrong with wringing a few baht from food vendors or motorists. This is income but is for infringements i.e. a fair cop rather than just extortion. I am always glad to help out an officer with his mia noi fund at times like this, half the price, no hassle. More serious crimes such as burglary, robbery, rape etc. are not so easily handled. There was the case of the "innocent" "man" (no names needed) that the police accused of shooting a policeman in a nightclub. No matter how much political influence or money was shovelled at demonstrating his innocence the cops were quite dogged about nailing him. How unfortunate none of the witnesses in the court saw it happen (in the middle of the dance floor). There are limits to police corruption in Thailand. Personally I like the cops here, but I may be in the minority.

Ironically enough, the boys in brown came by during lunch. I had just sat down to start eating when they popped in and came into my office. Stashed lunch under the desk, and was wondering if they could smell the aroma of freshy prepared lunch... Secretary explains that the landlord will be the party to hit up for cash, as the security of our building is their responsibility. An awkward 10-15 minutes went by afterwards where we sat and tried to think of other issues to talk about. They weren't even concerned about all the bars having to close elsewhere yesterday, as there apparently aren't any bars in their jurisdiction. When they saw my screen saver of MCF of FLB in the reflection of my office window they asked if it was Nong Naat. Wow, she's hot, but Nong Naat hot...hmmm. I bet she can screw better than Nong Naat !! " No Mr. Policeman that is a babe that I banged until my balls nearly ruptured in Pattaya a few weeks back... and I'm still looking for the pic of the one I did last night. " of course I didn't say that, haa haa but.. They looked sort of quizzical when I said it was Sao Sao Jahk Pattaya "babes from PTTY" well, they ended their search for something to say soon after and said they were just visiting and might come round for coffee again another day. Funny, I was thinking about the policemen I saw sleeping on the couches of Lek Hotel every time I passed thru the lobby the entire time they were in my office...
