I have had similar problems, with use of my card being blocked in various countries, requiring many phone calls to unblock it; this has even happened more than once on the same trip, despite Lloyds TSB knowing that I was traveling abroad.
In one case I forgot to recover my card from the ATM machine and I assume that it was swallowed. My bank would not send a new card to a foreign address, being only able to send it to my registered address or requiring me to pick it up from my branch despite it being 8000 miles away.
I even try to inform them when I am traveling, but they say they have no way of recording this information. The only solution is to take cards from other banks.

Slighty different point but will hope if you loose all your cards, or get eaten by an ATM is to either get a friend to send you cash via western union, or even more weird send it to yourself, yes you get stuffed on the cost, but having been in the position myself been stuck in BKK with no cash and having bills to pay because my stupid bank which even after I told them what I was doing decided I had spent enough stopped my ATM card working.
Good old WU saved the day, plus you normally get to meet some hot thai girl collecting their money from there trusting sponsers at the same time
