That's exactly what I did. I am with ABNAMRO and I opened a regular checking account with an ATM world card. If I put 30.000 euro on that account, that's the amount that can be withdrawn at once. For large amounts I do have to call the bank and ask them to take the limit off the account. This ATM world card costs me 12 euro's a year and there are no fees.

DuffyDuck. Excellent. Very good info. Thanks for sharing. Next time I go to Thailand, I will open an acount. Have you checked to see how close to the exchange rate you are getting when you transfer from PayPal to KBank? Is it possible to open two accounts in PayPal with the same name?

Officially, Paypal will only allow you to open two accounts, one personal and one company account. But if you have the same names in two different countries, I don't see why not, after all, it's certainly possible to have a John Smith in the US and another John Smith in Hong Kong.

Using DuffyDuck's instructions, I successfully opened an account at Kasikorn Bank and transferred PayPal (thai account) money to Kasikorn bank. Great instructions and thanks DuffyDuck

The basic idea is simple. What you need is a credit/debit card that has either a paper or online statement which shows the transaction, as you will need it to see the code that Paypal inserts in the transaction. The Bangkok Bank Be1st debit card was hopeless. Kasikorn's works well. I used another debit card issued in the US (payoneer.com) but used my Thai billing address, and that worked like a charm too. At that time, I needed a debit Mastercard so that worked brilliantly for me.

Of course, there is a Kasikorn Branch on Sukhumvit Soi 3, it's just a 1-2 minute walk from the Nana BTS. It's only about 50 metres from Sukhumvit main road.

I think I found another way to use PayPal. I just got my soon-to-be landlord to agree to let me pay my monthly rent via PayPal as long as I pay the 3.9% PayPal transaction fee.
My USA bank provides me with free ATM usage as long as I keep a CD with them, so I shouldn't have to open a bkk bank account.
My thai retirement visa was issued today, so I should be residing in bkk before the end of the month.
a very long time coming!
