What countries in Asia -if any- have dual foreign exchange rates? The official but very restricted one, and a parallel one (black market if you prefer to call it that) that moves as per the laws of demand and supply (like in Myanmar).

Perhaps Mongolia? or Bhutan? (I really do not know).

If anyone knows outright, I will appreciate the information. Googles is giving me too much stuff that I am not looking for.

Thanks

You are likely to find what is commonly known as 'parallel exchange rates' (or, black markets for foreign exchange) in what are politely called 'developing countries'. Historical and empirical evidence has shown parallel foreign currency exchange systems to exist in most poorer countries, or classically, in all communist countries (though not exclusively so).

Thus, for example, you may find divergences between official and black market foreign exchange rates in such places as Malaysia, Zambia, Nigeria (no surprise there, what with all the millions in misplaced fortunes there), Brazil, Cuba, etc...

I would assume that the number of countries with *just* the official exchange rate, in Asia, would be smaller than those with parallel exchange rates -- I would assume (and this is speculation) that Japan would be pretty stable, as would be Taiwan, and South Korea.

Then again, do consider that you may even find this phenomenon in Thailand, as there is the 'official exchange rate', or you can go to that place by the WTC, and get a better rate from the Indian gentlemen - though technically not the same as a black market, it *is* a different exchange rate co-existing with the official one.

Short of knowing what exactly you are trying to research, I hope this helps you along. I'm not sure if there is such a thing as an authoritative list of countries with parallel exchange based on the criteria you outlined.

Myanmar (Burma) certainly does, Malaysia certainly doesn't!

Although the official Currency in Myanmar is Kyats, a black market in USD exists. To stop this becoming a drain on the economy the SLORC (great name that!) introduced a Note called the FEC or Foreign Exchange Certificate that in theory has a 1 to 1 Exchange for the US. Only Foreigners can use USD, locals must use Kyats or FEC. This mean that there becomes a Black Market for FEC and often used to get 15-25% more for them!

Thanks Darry. I apreciate the effort; whoever, I know all the theory well. Likely better than you. Again, though your post didn't help, thanks for trying.

I want to know specific countries that have foreign exchange controls and have a parallel market (legal or ilegal). I do not want to get into a theoretical discussion about how smuggling can affect the current acount of central banks. Just the countries. Zimbawe is one for example. But I am looking in Asia.

Sorry for making the mistake in trying to help. It won't happen again.

Can't give you a complete list, but based on personal experience Vietnam and Mongolia are in the category that you are talking about.

Mr Alan
Peoples Republic of China has a tightly controlled currency. Probably North Korea also.

Many other nations, including Japan, have their central banks buy dollars and sell their own currency to keep their currency down. This has happened for many years. The purpose is to increase exports and create more jobs.

Don't be sorry. You didn't make a mistake. You did the right thing in trying. You can never be certain nor expect that all attempts at helping will work for sure. Some do, and some don't. This one didn't but the next one may.

BTW, didn't I say thanks before?

Thanks RR. Will try to get some info on Mongolia.
