Cabinet approves excise tax

20% ceiling put on entertainment venues

Massage parlours, night clubs, karaoke lounges, movie theatres and race tracks are among the dozens of businesses now liable to pay excise tax under a new tax framework approved by cabinet yesterday.

Telecommunications companies, including mobile phone and fixed-line operators, will also have to pay excise tax under a framework aimed at eventually replacing the current state concession system.

Prommin Lertsuridej, a deputy prime minister, said a 20% maximum tax rate would be applied to three business sectors: entertainment venues such as night clubs and spas, gambling venues offering monetary prizes such as racing tracks and lotteries, and businesses deemed to affect the environment, such as golf courses.

A 50% maximum tax rate was applied to telecom services under state concessions or licences as well as on other services which could be set in the future.

Cabinet ministers also approved a series of rate changes for liquor producers, including reductions on tariffs for community producers and eased licencing regulations in support of government policy to help farmers increase value from their crops and boost the rural economy.

Dr Prommin said state revenues would not be affected under the new rate structure. The effective rates charged for different business categories will be set by the Finance Ministry in the future.

The new tax structure has come under sharp criticism from local academics and non-government organisations as unfairly benefiting existing telecom operators.

But Mr Suchart said the main principle of the change was that telecom operators would receive neither a financial benefit nor added burden under the tax system.

Once excise taxes were paid, operators would have to pay any difference in the obligations now received by the state to the Information and Communication Technology Ministry.

they've got poke tax.  That makes it feel dirty; but yet not cheap.
