Pasaya seem to have a deal with an in-bound tour operator. Twice now about 7pm-7.30pm, I've seen a tour bus parking outside bringing in Chinese customers in a group of about 25.
Given the size of Pasaya, I wouldn't have thought they'd have enough pu-ying to handle a sudden influx in these numbers.
At a minimum, get there before the Chinese and their tour bus. But unless you are curious to try it, Pasaya is probably not worth a visit at all, given the better alternatives even a short distance away.
