I think the 3% you mention is levied by the issuing bank, VISA make a charge to the merchandisers bank who in turn charge the merchandiser, this in the UK is no problem as the bank have always charged a fee to businesses for handling cheques.
I would shop around for a better bank as 3% seems high, my bank as I recall charges me 1.5% on cash withdrawals and no charge for the purchase of good or services on my debit card, I also have a number of credit cards all with similar terms to the debit card, one even gives me ½% back on all purchases with no annual fee.
Recently I got another which offered me free interest on all balance transfers and purchases until October for the purpose of tiding me over a short cash flow problem for a few months, on the radio the other day a consumer expert recommended this one; American Express Blue card which offers 2% back on all transaction (except cash) for the first 3 months and 1% thereafter, though Amex is not as widely accepted as Visa & Mastercard.
The other good thing about UK credit cards is if you always pay off you balance in full every month they cost you nothing, though if you pay late or exceed your limit the charges can be excessive.

What you may not know, is that all but three credit and debit cards in the UK, levy an up to 2.75% foreign exchange conversion fee. This is not shown on your statement, though you should be able to find it on your T&C.
This is in addition to any charges for cash withdrawals.

Tips should be in cash. Massage, in a big establishment can be paid by credit card, though they prefer cash. I am telling you from my experience.
