Decided to look at the big luxury MPs on Ratchadapisek yesterday. First stop Caesars. They had 20+ average looking girls, and it was quiet, few clients. They gave me a price of 4000 Bt for a standard package with one of the regular fishbowl girls - almost double the going rate. When I showed surprise at the high price and made like I was about to leave they did not improve the offer, so I did leave. Perhaps it was their Asian-only night or something. Went over to Emmanuelle. They had a rather small selection of girls, gave me a price of 2000 for regular girls and 3500 "star" girls. However 3/4 of the girls were "stars" and the non-star ones seemed either older or very plain-looking. So I suspect the local prices would be 1500/2500 for the two types. I did not bother to bargain because of the poor choice of girls and went over to Mirage. This was the right choice. The place was humming, with lots of girls (both sideline and fishbowl) and clients. Many pretty ones, 8's and 9's. Attitude was better too - they quoted 2500 for fishbowl, so no big surchage. I took the papa-san recommendation and got very good, unhurried service from an 8-looking girl, though no BBBJ and she spoke little English. I was quite impressed with their rooms - very new, luxurious looking, not like the usual seedy/worn out look. They were also well-lit for a change - a good thing if you got a pretty one 
Just posting my experience for what it is worth - things change quickly, girls move around, etc so this may be out of date in a few months.
PS: a useful little trick - if you a tipping papa/mama san for their help in selection etc it is even better to do when the girl you selected shows up. This way you kill two birds with one stone - get goodwill from papa san and indicate to the girl that she might also expect a good tip.

Hopefully the behaviour of guys like you will make them reconsider the farang surcharge (but not likely).
You tip the manager before your session? That may be the way it's done, but that doesn't seem right to me. The few times I've bothered to ask them for advice, I tipped them afterwards (if I had a good time). If the manager selected a good girl for you then he should find you afterwards and check to see if you were happy; that's the right time to tip him. IMO.

I'd been to Emmanuelle a few times, and the price I remember was 1800 for standard and 2800 for VIP girls. So, I guess they did over-charged you a little.
My opinion on the Tipping is that you take a chance and tip the manager first. This is how is done in Asia. It may not seen right to western cultures, but that is how is done there. My expericens has been that if you tip that manager once, the next time you go there, he will take better care of you.

"If" I decide to tip, it will usually be after I chose. A couple of reasons for this. The manager does not know if he or she is going to get tiped and it's in their best interest to make sure I am happy and taken care of. Instead of tipping before, then after they have the money ,they might not be interested in helping you out. And, if I tip before then the manager will know if he or she is getting a tip before opening their mouth. Keeps the cat's a bay, while the mice decide to play ... so to speak!! ha ha hha!!
Now, I've gotten flamed for this before, but I usually tip from 500 baht to 1,000. It all depends on if I know the manager from before. I rarely tip 1,000 to a manger I've never had help me before. I might add that it also depends on the establishment. I will tip more at a G-Club then a Go Go bar.
But, I think it's whatever you are comfortable with. I would not tip anything less then 100 baht though. Just my opinion though.
And, you do NOT have to tip to get good service. Again, it's up to you and how you feel. If you feel like the manager did nothing special then do not tip. If you think they helped you out or performed something worth a tip, then tip!!

For mid range MP's in Bangkok and up country I have adopted the following guidelines.
If it's my first time at a particular MP, I will give the Mamasan/Papasan Baht 100 to help me select a girl that gives good service. If the service is very good then another Baht 100 afterwards.
At MP's where I am already known by a particular Mamasan/Papasan I always tip afterwards. Normally Baht 100 - 200 depending on service.
If the Mamasan/Papasan has arranged something special, for example a Russian girl or a sandwich, then I will tip Baht 200 - 300 afterwards, irrespective of service.
If I am entertaining 2 or 3 guests, I will tip up to Baht 500 to the Mamasan/Papasan during the selection process to ensure that my guests are looked after properly.
As I mentioned these guidelines seem to work okay at the mid range MP's but I would be interested to know if these levels would be okay at the higher level MP's as well.

Just another data point. I usually tip 200 baht before I choose the lady. If manager is smart, he will point out to me if I made a bad choice and recommend someone else instead.
