Most MP's are a very large building and they operate on a gravity fed system. The waters from the top level, also coincidentally the most expensive level, are fed down to each lower level one at a time and used accordingly until it reaches the first floor and eventually the basement where it is used for mopping finally. So at the most expensive level, top, you get the cleanest water and girls. As you get lower the prices drop, better to go to the top unless your on a budget.
