Ideal time to go for soapie is 6 - 7 pm.
My favorite soapie is Victoria ( formally called Vicotria Secret ) off Rama 9. Place is difficult to find, but many taxi drivers know this one. Another board member in this forum recommended this place to me few years ago. Since then I had made it a ritual to visit this place in every trip to BKK.

The 'best' is a relative term. I do like Victoria too though. In my opinion it's mostly Thai and East Asian oriented but you'll see regular western expats there as well, mostly because it's fairly out of the way, so not too many tourists.
My favs on this board have been the same for a few years now. Tarawadee, Emmanuelle, mostly for their sideliner quality. Catherine and Nataree for fresher inexperienced workers. Plaza 6th and Amsterdam if I'm in the mood for 'high' end but seasoned veterans. Those aren't hard and fast rules, just general guidelines.

Utopia up off Rama 9, soi 22 [turn left at the 7/11, 2nd light past Asoke] has the best presentation I've ever seen. Girls on couches under great lighting surround the fishbowl. I often like to sit for an hour around 4 or 5pm and watch them come downstairs one by one after their first afternoon session. The ladies I have had were all top notch.
Upstairs is the expensive/model area where the prices are ridiculous [ >5000B] and even downstairs the farang surcharge is 1500B which many refuse to pay and thus will not patronize. But I think it is worth it a few times a year. Head and shoulders above the rest IMO.
Never been to Tarawadee though.
