Have to confirm for current times, but Cactus in Cowboy serves a free meal of a Friday or Saturday evening. Home cooked, and pretty tasty, at least back in about April...last time I went.
Maybe someone can be more current/specific about if/when.

d'Pelican, next to Tina Bar in a small courtyard on the RHS as you walk from Sukhumvit on Soi 22 between Titanium and Larry's Dive, has a free BBQ buffet (BBQ ribs, hot dogs, buns, beans, potato salad, etc) the last Friday of every month.
Might have to buy a drink to indulge. Pretty full on Sept 28 when I was there...so go a bit early. Inside and outside seating.
Free buffet starts at 8pm until food gone - maybe 9:30pm.

we do every night a GLOW CHILL OUT SESSION starting from 7Pm with local beers at 80 baht all in, and standard drinks and cocktails at 140 all in. (be warned, they are strong (50ml) and premium liquor only).
