Here is the response from the General Manager of President Solitaire. Do note the part about the key card holder (which notes the room number and check-out date), as many guest do not normally return the key card when they check out.
Thank you for sharing with us on your experience in Uzuki Japanese Restaurant. We are naturally concerned that the special discount was not extended to you during your visit.
We have reviewed your feedback and we have since addressed this matter with our tenant, Uzuki Japanese Restaurant for immediate improvement. Please be assured that measures have been taken to prevent future shortcomings. I have reiterate to our staff to inform our guest that they have to present the key card holder in order to enjoy special privileges and discounts.
Please accept our sincere apologies for the disappointment you experienced. We do understand that the inconvenience caused would have marred your memories of President Solitaire, but we certainly appreciate your valuable comments and look forward to your continued support.
Once again, thank you for taking time to share your experience with us.

Quite funny. They have told their staff to inform the guests to use the keycard. And that's exactly the key to the problem. Again, nitwit response of the hotel.
No word about communication with the restaurant. I would be very much surprised if the restaurant accepts the keycard now.

Now this is certainly a new angle to the discount problem. The point about the key card holder is well taken. Looks like that was the root of the problem as merely presenting the smart card key (without the holder) tells nothing to the restaurant about whether the member is still at the hotel.
Evidently only Uzuki was punctilious about this aspect while the other discount partners didn't seem to mind as it fetched them business anyway.

This is why I don't normally post very much.
I posted because I actually go there and was not making up a story.
I have extensive experience with Japanese food and a reasonable ability to compare with what this place has to offer.
My opinion was based on experience with this restaurant and restaurants in Japan and not Dr. L' bullshit.

What I make up from the other responses is that I was not wrong at all. The problem didn't lie with the restaurant, but rather by the poor performance of the hotel.

Storm in a teacup as if everything else in Thailand is swell...
Effective way is simply if you must eat there, ask for the discount before you order - make a fuss and get the owner/manager so all will see (all diners) and then leave without ordering anything. More effective if you go there in a group of 10 or so. Let them feel the pain of losing business... These days customer is king, no need to feel bad... just punish them where it hurts.. by leaving and not ordering anything. Don't first order and then argue...
Given tourism will be limitsed with the current red/yellow/blue/black shirts situation - all these places will need to quickly understand or get out of business soon.

The 10% discount at Uzuki is still on offer on the President Park Group special priviledges and discounts flyer. These days the Hotel gives you a priviledge card - well you actually have to ask for it - and flash it at participating restaurants
The do say on the card "President park group bear no responsibility for resolving any dispute or for the dispute itself". Works fine at the German Beer House. Too scared to enter Uzuki in case I encounter bad tempered female manager
