On rachatapesik-sp-are many of those type of resturants are there. They are covered bot open air. Any Thai girl will know where to go. they always have a couple of sponsered beer girls, be sure to look at your lady more than the beer girl.

Go to CDC Crystal Design Center. Spotted several movie stars there last night. Est 33 and Wine I love you both have outdoor seating and indoor as well.

... Thailand property development is a relative backwater compared to most other developed markets, especially retail, which is well behind the curve... this really isn't a rich market for indentifying innovative retail analogues, in which I include al fresco dining.
... you will find some very good al fresco restaurants, believe it or not, in Makati... Ayala's Greenbelt Shopping Center.
... designed by Callison Architecture out of Seattle, Greenbelt is a world-class lifestyle shopping centre recognized as state of the art... it was awarded best shopping center development a couple of years ago in the prestigious annual global competition conducted by the International Counsel of Shopping Centers (ICSC).
... the basic bones for great al fresco are provided by the developer... high ceilings, view corridors, lush landscaping, water features, accent lighting, terraces, rich hardscape, great architecture, reaching overhead canopies... I presume innovative restauranteurs know what to do with the basic infrastructure there capitalized on the centre's design.
... I'd look there... while that quality of retail infrastucture doesn't exist here, the creative restaurant concepts at Greenbelt might be easily transferred here.

There are a number of them down soi 11, soi 8, and a few down soi 5, off of Sukhumvit. Soi 11 probably has the most.
