Going when there is less competition for the attention of the girls is not a bad strategy, but keep in mind some of the girls (especially the better ones) won't choose to work during that time if business is really bad. This may be insignificant in a place as large as Phuket.
Having leverage at the bargaining table is a good thing, however if they truly are "desperate" then it's a little sleazy. But if the goal is to get the most "bangs for the buck" the solution is easy. If you were going to spend 2000 for a night with a girl during high season take two at 1000 in the low season. Since prices are so low you might even take a third in the afternoon and everyone will be happy.
