I can speak about this first hand,
I sideswiped a farmer in Nai Harn about 5 am and thank god nobody was hurt.
I had to pay 18,000 baht to the cop/farmer and it was a done deal, the cop even gave me a ride on his motorbike to the ATM. I had full coverage insurance but didnt want to even go thru that. I look back at it and 450 US$ was a bargain to walk away from that. The cop and farmer even shook my hand when I handed over the cash.

The issue about police checks are an sad thing, Everybody should now that drinking and driving an bike don't mix. Forget about getting an ticket think about what happings if you cause an accident and somebody dies. Can you live with that ? I know I would not.
Besides that don't forget that you will properbly go to prison ( maybe not if you pay a lot of money ) and after that deported with an nice red stamp in your passport.
So please grow up and that an taxi if you get pissed.
100 Baht or your live take your pick.

The fines are minimal. 10,000 seems high to me but I think my wife said something a while ago that it might be a couple of hundred USD.
Anyway IMHO Phuket has some of the most dangerous roads and drivers in the world. I am not squeamish or a hand wringer just stating a fact.
I think unless your were so drunk you were pissing yourself and falling over every few feet or managed to hurt someone other than yourself your chances of getting caught are minimal.
Beware of the traffic circle in Karon near Karan Katta. That place used to be like a money extraction point for the boys in brown. One time I just pulled over and watched them nail farang after farang. Usually for some reason I could not understand (other than white skin) or no helment; which was the single greatest reason I saw for the times I've watched.
If you're going to heft a few and stagger off to your death on a bike at least wear a helment for some protection.
No worries about anyone stealing them as the ones they give you are just cheap plastic anyway and help conceal your mangled features from any tourist that might post them on the internet after your death. I'm just playing with this last bit please don't take it as an idictment of your choices here, just a lame attempt at humor on my part.

There is may times a check point in front of my business what we call show time. This is normally in the begin of the month because the man in brown can keep the first 10.000 baht of the fines.
Everybody is stopped and checked for driver licenses and helmet. No license or helmet means 500 Baht fine.
This is for the tourist and the Thai te same. 
Between and after the checks they come and have a drink in my place which is off-course good for the relationship with the police for me LOL

I believe that are issuing tickets for no helmet or checking to see if you have a driving license. I've been checked a few times, always in Phuket outside of Patong. A normal, home country driving license always seemed to be OK.

The police is everybody for license and helmet. ( every few days or when it is nice weather ).
The fines are the same for Farang and Thai's.
There is for them no difference between Farand and Thai because it is fore them the same money.

I have heard they test people driving cars at the traffic stop coming from Patong to Kathu after the hill - do they test bikes?

Doily, I think you will find they test bikes at a motor transport office, not on the side of the road.

They probably would test people on motor bikes, not sure if they would test people on a push bike though.
That being the case, I would assume they test the driver only, ie the person seated on the front portion of the seat nearest the controls.
