this question is asked so many times before! hardly no advise on this other than for non-thais try to check the tourist areas esp.the noghtmarket on patpong and othger places around there like muzik cafe where you will find some frustrated farang girls. also a good bet is khao san road for the more trashier whites!
university girls are everywhere at least they claim they are. best bets are still they areas around the campus, or thai places like hollywood, dance fever, rca! but you will need good luck on this there!

IMO, this question is asked so often because there are many people out there who are tired of bar girls. But then they try to make contact with mainstream society and scratch their heads (even people at the expat level making 250-750k Baht per month) over why there is not a similar "open armed" welcome.
The best way to meet normal people here (and anywhere in my opinion) is to have other normal people introduce them to you. I suppose you can go for that, 'talking to random people on the street' thing, but more often than not, you'll be the "some guy trying to talk to me on the street, I got outta there fast" guy.
The other option is to do as Griff says.... go to those particular hang outs.... and there you can meet people who will simulate being a student, office lady, etc. for you. Yes, they will have those occupations (student, office lady, etc), but they'll also be of a working or at least open minded variety. Kind of like meeting a student at Scores (a strip bar) in New York.
Another option is the chat up department store clerks and waitresses (just about anywhere). These are people with low wages who are often looking for "new friends." Yeah, and these people are often studying something somewhere as well.

sorry, pack just got up! i think i was still wasted so now he have got my coffee and things are fine!
well, as pack said money is for sure also not the issue for me, it just that it is nearly hardly impossible to get in touch with normal non-scene oriented thai girls!
the only chance one does really have as a farang in thailand is to look for the open minded and less trashier girls in the scene, most of them are actually indeed studying at universities. but even these open minded girls are rather hard to come by, as they also do know their market value. look at some of the mp girls or the girls in the g-club places like forte, orbit, piano, exotica even soi 33 can be sometimes a real hard catch even when money is no issue at all!
