In that situation, obviously my first thoughts were for the girls.
The law in UK now permits video evidence from minors. At that time, the girls would have had to give evidence in court. That could have been much worse for them than the act in itself. My view was to try and let things settle for them as soon as possible.
So when the police suggested that I sort it out I was more than happy to oblige. I don't think for one minute that he would have learned a lasting lesson. But he was never seen in the district again

yeah.... It is one of the few things that make me lose it.
I approached the guy with the intention of smacking him. He attempted to minimise and make excuses for his action. But I saw no remorse in either his voice or body language. That just made me more angry and more determined to knock the shit out of him.

As a tourist it is not my place to enforce the local laws, it is up to the locals to decide for themselves. When at home I do my duties as a citizen and report suspicious or dangerous behavior to the police. And for minor infractions I do my part by using a glare or a few choice words.
If someone is in immediate, obvious danger and I can prevent it then, even as a tourist, I will act. If it's something innocuous and obvious like walking down the street with a 12 year old (even if she's dressed like a tramp) then it is absolutely not my place to intervene. At most I might engage them in conversation to see what's up.

My take is that unless it is obvious that something is going on, I will mind my own business. I might stare, but will not approach. Obvious to me is kissing them passionately in public or even groping them. If that is the case, then some choice words, as well as alerting the authorities would be in order.
Now ... abuse is a different story. That is much easier to tell when a person is beating on their signifcate other or child. I will step in the moment I see it happening. But ... that's a different topic.

ABC, you touched on an important thought, but didn't complete it. Standards of child-rearing and discipline are very different throughout the world. It is incredibly presumptuous of us to tell a Thai parent what they are doing wrong.
By the same token, it is also presumptuous for us to use our morals when applied to paedophilia. If I see a 30 yo American kissing a 16 yo Thai girl I might have a reasonable case for giving him abuse, but if it's a Thai guy (or even a European), my moral indignation is misplaced and certainly unappreciated.

You really should find out what is REALLY going on before taking any drastic action.
This reminds me of when i was on Ko Samet with my 24 year old TG, who can pass for 14 when she isn't dolled up.
I was the focus of much scorn and hostility. As if it wasn't already bad enough, we were at a kareoke bar and i happened to sing the old Carpenters song "superstar" - well the chorus comes along and there i am up on stage singing " Baby, baby, baby, baby, oh baby" as my TG is swooning. I can see the intensity of the glares directed at me intensifying as i curse myself for my idiotic song choice. What can i do? If i stop now it will only confirm everyones false suspicions so i sing louder! I don't think it worked - I thought the daggers and laser beams that were coming out of everyones eyes were going to turn me into swiss cheese.
So now i had a choice:
1. ignore the hostility and try to have a good time
2. Leave
3. Pull out my TG's ID card and proclaim "She's 24, get your mind out of the gutter"
I chose #1. It didn't work very well as no one would talk to me and we got terrible service. Thankfully no one took it upon themselves to knock my kneecaps off...
