Donluciano, I am 32 yo, 6'3", born and raised in Brooklyn, NYC. 4 trips to LOS in one year and 1 months time. I am about 220lbs, slightly built, light skinned black guy. I consider myself pretty handsome and not just in Thailand but here in the USA. (the bargirls call everyone handsome in Thailand) Just some background on me to start. Just the fact that I have been 4 times in one year should tell you something.
Bangkok- I find that I am welcome in most places but in some I am not unwelcome, but not fawned over. I have never had the hand across the entrance way with "members only" (I did once in Pattaya at the Soi 8 go go figure THAT one out, but I saw a group of Japanese go in so maybe the had it rented for the night) but remember Thailand IS skin conscious not only to us but to thier own so being light skinned may have gotten me in when my friend who is dark has had one or two "members only" in his trips at nana but lately not been happening. I find that sometimes either the establishment is FOR YOU or NOT FOR YOU. In the not for you, you may find one or two who will make the move toward you out of the 30 or so dancing. Maybe I am analyzing this the wrong way and the girls just want you to call them off stage but I notice that they do go over to the Japanese and the white boys and I get the ugly one in the club who is desperate for a barfine. I find if you are generous with the drinks ALL THAT SHIT GOES OUT THE WINDOW! Some just are not used to you because we are in the minority in LOS by a real longshot. Then you have the Africans there in Bangkok which I hear to be involved in people and drug trafficing so that does not bode well for us either. Then there are the go gos that are "for you". These go gos the girls for some reason seem to prefer you and will walk by the expat or Japanese guy to get to you. I find these gogo's are fewer but there are enough of them to keep me interested. Now are these club policies? I don't know but it comes down to the girls there and the general mood in the clubs. Everything that I felt was done to me race wise has been done to white boys too and after I heard they went through some stuff I attributed it to xenophobia although we may get it even worse. I have never been turned down on a barfine (out of about 15 so far on 4 trips, 20 girls altogether incl. freelancers). Very surprisingly, upmarket Patpong has been really good to me in regard to the women with one or two go gos catering to me and my frineds while some of the white guys and Japanese were sitting alone (maybe they wanted to, sometimes I want to). These are all generalizations mind you and we were generous with drinks at these go gos. YMMV (your mileage may vary).
Pattaya- This is where you will really have a good time with color almost being a non factor because of the US military presence every few months. I find bargirls are into hip hop (some) and generally like and treat you very well. I have had some very good times in Pattaya (and Bangkok also for that matter). In my opinion this is where you will find the darker stunningly beautiful Thai women while in Bangkok you have more of the light skinned versions.
In the end, bring a good attitude, a good smile, a good research and knowledge of the customs (goes a long way my friend), learn a little of the language and whenever a Thai girls tells you to shower, SHOWER whether you want to or not. Trust me. Spend time to talk to the girl before you barfine her. This accomplishes two things. One, it makes her more comfortable with you if she had reservations about you being black. If you are truly good hearted this will come across to her and she will become comfortable with you. I guess this strategy has gotten me a 15/15 barfine acceptance rate. It also serves to let you know what kind of girl you are getting. Lets face it, the girlfriend experience puts the Thai women above what we are used to in our respective countries so that time you spend with her at the bar is the best yardstick you have to the general experience you will end up with. I am proud to say out of every single Thai woman I have dealt with I have had a fantastic time with ALL OF THEM!. Most importantly, Bring YOUR WALLET FULL, don't get stupid on payment however reward good performances with good tips. Cash is king and that is to be remembered most on your trip. I even went bowling at the Grace hotel and that's where most of the Arabs stay when they're in town. They may look at you a little funny sometimes but no one will bother you or avoid you because you're black...
A black man bowling? I'd look at you a little funny too.

just treat the thai's with respect and use your manners and a good time is had by all.
i said earlier that i've seen some girls refuse certain races because of problems in the past.
shit sticks.
my [girl] Nok would not go with a black american after a bad experience she had with one.
she thought if one was like it,all are like it.
but then again she did'nt like germans either,another bad time.
so many girls might not go with certain nationalities/races etc,not because they are predudiced,but because they associate people with previous experiences.
and Nok knows about predudice,coming from Isaan.
i've been with her walking the street and so called 'upper class' thai's have spat at her feet.
she told me it was because she was so dark and therefore a 'peasant girl'.
and i saw it happen to others as well.

What about the "coloured" people and the "negroes"? 
so many girls might not go with certain nationalities/races etc,not because they are predudiced,but because they associate people with previous experiences.
Well, actually that is indeed the very meaning of prejudice.

Chompoo, I bowl here in the states with a 215 average and one 300 game also all conference in collegiate.
So we do bowl especially in the MD, DC, VA area in the states and in Michigan are known to have many black bowlers...

You got exactly my point and I pretty much share your opinions on the matter. Making a big deal out of it isn't productive and some people will never change their bad habits, but many aren't even aware that what they are saying is really offensive to some people and jarring to many others (like myself).
Now, knowingly offending someone is completely different, and I have no problem with that!

Clearly Mykal is far better qualified to comment than I; I will only reinforce his excellent observation that Thais are conscious of the color of everyone's skin, including their own. I think there is racism here and I don't know how I'd feel about coming here as a black man, but certainly nokna's correct that treating peope right is good policy for everyone.
