I have also heard 20 for working girls.
I don't know if this is true or not.
Why take the chance. I stick to 20.

I would feel kind of bad asking a BG for her ID.

The fact is one law says 20 for BGs and another says 18 is legal 17 is not. So 20 is safe.
Stay away from girls with no ID, and from girls who look too young for their ID -- as some have more than 1 ID and are in cahoots with cops.

I'm not aware of any law that says sex with a 19 yo prostitute/bargirl constitutes underage sex. I'm not saying it doesn't exist, but I find it highly unlikely.
Also, note that many girls don't have ID for various reasons (and some of them are definitely over 19). Some of the reasons are innocuous, but if you're risk averse, then just pick another.

My understanding is that the 20 yo age limit is just the
minimum age they are allowed to work in a bar/disco
or other entertainment establishment serving alcohol.
Minimum age for sex is 18, if money is involved (of course,
prostitution is still illegal!?!). Age of consent is still 16,
but then there is 0 tolerance for prostitution under 18.
Any foreigner seen with a girl under 18 is assumed to
be with an underaged prostitute and will get you
in deep shit!).

I think the age to work in a bar is still just 18. The age for a girl to be a customer in a bar is 20 or 21, however.
