I think Sauron would say something like this:

Chuvit is a front man for Other Peoples' Money
The Other People being Gen.Chavalit Yongchaiyudh (former PM, now Deputy PM) and his late classmate Gen.Sunthorn (Big Jod).
Note that Sunthorn's son is one of the Army officers who led the Soi 10 demolition (protecting the family investment).
Chuvid didn't order the demolition of Soi 10 Suk Sq., he carries out orders, not issues them. Chuvit is a stooge.
All the rest of this is a cat fight between Thaksin and Chavalit, being carried out by proxies, and most especially all the flap about police bribery is a ploy by Army hatchetman Maj Gen Khattiya (aka Seh Daeng, medium size MOD mafia) to unseat his enemy National Police Dir General Sant -- former quartermaster general, those two hate each other.
When Chuvit's lips move you can almost see Seh Daeng's hand moving them.
